A blueprint for creating a dynamic database to map and identify households living in poverty and the Community Opinion Dashboard to improve social services delivery in Zanzibar
Zanzibar Research Center for Socio-economic Research
Despite economic growth in Zanzibar, more than a quarter of the population still lives below the poverty line. The success of poverty alleviation programmes is threatened by a lack of real-time data on which households should fall into beneficiary groups for different interventions. The Zanzibar Research Center for Socio-economic Research conducted a feasibility assessment to support the establishment of a digital dynamic poverty registry, which was populated through the efforts of a volunteer network. The registry will be used as a prototype for a national project, funded through a multi-pronged approach, including the national budget, multilateral donors, and funding agencies. The project has the potential to feed into the creation of a valuable tool for improving beneficiary targeting. Acknowledging the importance of beneficiary feedback to ensure quality, credibility and accountability of service provision, researchers will also create a dashboard to capture beneficiary opinions on the quality of social services.
